Amendment No. 11 information

The Planning Authority is currently progressing an Amendment to the Planning Scheme (Proposed Amendment No. 11) to reflect recent changes in national planning policy and to update the development parameters for the Town Centre and Environs. It is anticipated that the Proposed Amendment will come into effect sometime in Q3 or Q4 2026. 

The exact outcome of the Proposed Amendment is not certain at this point but as it applies to the subject site, the process indicates the amended Planning Scheme will allow for development up to 150,640 sq m gross floor area above basement level at the subject site. The Proposed Amendment defines the acceptable percentage floor areas between specific land uses at the site: Residential (65%); Leisure/Recreation/Tourism (13%); Retail & Services (9%); UrbComm (8%); Civic, Culture and Community (5%). This translates to 1,150 residential units comprising 97,969 sq. ft. (1,054,527 sq. ft.) and commercial space of 52,103 sq. m. (560,826.29 sq. ft.). The commercial uses are in various categories, which include urbcomm / office, retail, gym, library, leisure, and hotel. 

Development up to 500 residential units and 10,000 sq. m non-residential floor space can proceed immediately subject to planning permission, with further development connected to the phasing of infrastructure.
